Actual measurements:
37" Waist from button to button.
34" Inseam

Both measurements were taken with a measuring tape, so they're true. If it is a "jean" sizing, I'd guess a 34-35" waist.

In boot or over boot design?

Honestly I think it depends upon the boot. The legs have zippers which increasse the lower leg/calf width by about 1" or so, and also zippers to pull the pants on/off with boots on....

Not sure if my new Sidi Discoverys would fit underneath, because they've put newer, larger armor on the shins....
