How to cover drill holes in van?

Got a cargo van and it has the back up Mirrow thing hanging off the back corner. The one where you can see what's behind the van. I took off the mirror, but left the base/mount cause it is mounted with 4 bolts going through the side of the van. When I remove those bolts, what are my options for fixing/covering those holes?

Proper way would be to have them welded closed then painted (obviously lots of stages inbetween) or just body filler then paint...

if flat surface, drill a bigger hole and use this - use for elec access or place a small fan in it!

A "trim panel retainer" is a clean flush way to cover extra holes. They come in different diameters and I believe you can even get different color ones online. I call them Christmas trees

These fitted with RTV is my method.

Put the bolt back in.

How clean does it have to be? How much effort do you want to put into it?

Easiest and most weather proof without welding/body work is to take a run to some place like Fastenal. Some button head stainless steel bolts with weather seals and you're good to go.
