I've towed 2000 lb trailers without brakes over mt. passes in Colorado with my XJ numerous times. With a loaded jeep and trailer, obviously you need to allow for stopping distances. The jeep is on 33's, so even normal driving requires allowing for longer stopping distances. XJ brakes are marginal from the factory to begin with, so tail gating is out of the question. I've never towed a trailer with brakes, so I don't know how much they would help, but they definitely aren't necessary if you drive smart. I do wish my M416 had come with the stock parking brakes, they would help when setting up camp. Someday I'll install the master cylinder/brake booster from a 95 that I have, it will help.
And I do have the same size tires and wheels on the jeep and the trailer. That did require a new axle,
