A Great app for topo maps and other types is Avenza (pdf maps). its like gaia but a little less complicated. can used offline but you must download the maps before. the majority of the USGS 7 1/2 min maps are free. in the app you can create a route. measure distance. drop pins. measure area. and also send it to other parties via txt, email, dropbox.

I think the biggest challenge with this app is finding the PDF maps. The forest service is very inconsistent with the availability of PDF maps. I also find it takes too long to download them and then use them. I agree if a good map is available they do show up nicely in Avenza. With that said I find GAIA and especially GAIA Pro way easier to use. You just pick from a variety of available maps and they are downloaded right into the app.
I see.. I haven't ran into the problem with the FS. As i work for the USFS and i just go to the Avenza Topo section of acquiring maps. There is the FS clearinghouse webpage. should have every quad map for all of the National forests. For those of you that use ArcGIS. USDA Forest Service FS Geo DATA http://data.fs.usda.gov/geodata/
