So, if I follow correctly, the shocks are compressed too much at neutral stance? Or do I just need to add bump stops?

Edit: bump stops, not dampner blocks
sorry for the delay in my response. I would have to see your set up to really give you an answer. hopefully, in the time it has taken me to respond, you have already resolved your issue. I myself am using bump stops, and I made sure that the shocks are set up so that they will not bottom out before the BS's. My normal ride height is going to be around 4" over the BS. So I will make sure there is enough pressure to do that. I am looking forward to getting the trailer on the road so I can test all of my theories.
