As far as the California based questions, I've done this several times & my experience is -
No smog tests currently needed in California for your class of vehicle. Might be an inspection @ registration to ensure whatever emissions stuff were put on at importation are still installed but no test.
Commercial registration will cost MUCH more that RV registration & I believe insurance will be more as well.
Straightforward to get it registered as an RV. The rules are clear & relatively easy to meet. Have a defensible cost list to justify your ridiculously low statement of the value of the vehicle to ensure low yearly registration & tax fees.Moe
