Id have to assume that EVERYTHING that rolls out of their shop(s) is below the rated GVWR.
How far, is the question. I know many conversion vans, built with a generator, fresh and waste water tanks, and loads of other gear run VERY close to their rated GVWR empty.
Sometimes the difference is just a few hundred pounds. Add people, food, and other gear and you are well over.
Legally I doubt that they could modify a vehicle, then hand it to a customer with it sitting over its rated GVWR.
