Pivot hinge for bumper

I'm building a rear bumper and I'm looking for pivot hinges one for carrying the spare tire and one for the gas cans. Is there anything "off the shelf"

Thanks for the link, cant believe I missed that. I was also thinking of using a trailer axle spindle like from Northern Hydraulics.
