Why bother? The US Government has nothing to do with Toyota's decision to bring a diesel to the US. They do not offer one because NO NEW CAR buyers would even consider it here in the USA. OK...one in 5,123 might grab the diesel.

The idea is to change the 25yr rule to 15 so that folks can import a bit newer non-US vehicles. This has nothing to do with new car buyers. Thanks
