The radiator bar and stinger are all one unit but yes it does bolt onto the top of the bumper along the frame mounts w/sections cut out to clear the sway bar mounts.

Here are a couple of pics of my M416 and TJ before I rolled it several times and totaled it! Fortunately the trailer was not attached. I have had the trailer for about 10 years and add a bit to it each year. This year I will be breaking it down and painting it black to match my current TJ.
