If it is softline to the actuator maybe remove and bypass directly from the tank together with an air switch.. so you can actuate quickly and repeat often without the engine running and listen to the action inside the axle. You might be able to discern leaks of the seal, versus piston stuck or mechanism stuck .
As said before some hammering might get it started.
