All the racks on Wranglers incure (sp?) wind noise. There just is not any way around it.
I happen to have a conferr, now called Defender Rack and basket on my TJ.
I like it, it does make noise, and I need to touch the finnish up after abuse. I do believe the garvin sits an inch or two lower than mine, but mine came with welded light tabs, an option you have to buy on garvin. Also I had to drill two 1/2" holes in the tub to mount it, where I think garvin requires six holes.
In the future I plan on modifying my setup to sit lower, and use a basket without suport bars. This is pending a purchase of a tube bender and 110 amp welder, and this is just becaust I can't leave well enough alone.
