Sears 2 ton jack

I just got a sears 2 ton jack model 328.12160 and it does not pump up. I think it needs fluid but I can not remove the filler pug on the cylinder. It only raises about a quater inch. How do I remove it to fill and check the fluid?

Why not take it back to Sears and get one that works right out of the box?

You closed the release valve, right?
