Brain dump of research from google:
A search of the craigslist ad's phone number leads to this facebook page that was recently used to list used items for sale in West Jordan, Utah:
https://www.facebook.com/Simply-seconds-277559289107468/ However, the address on the page does not actually exist, and there is no business in Utah named Simply Seconds, which is a red flag. It could be someone selling used stuff on craigslist in their spare time or it could be a scammer.
A search of the eBay listing's phone number produces a lot more results. It points to this website: nvsrockstars.com/ and the phone is listed with the name "Paul Jenson."
"Paul" and his associated phone number also have a few other listings out there on the internet, including this one for a lifted 4x4 Van:

According to Searchtempest.com, it looks like the van you are looking at was posted three times throughout Idaho within a week, but all the ads have since been deleted by the author.

The active Craigs List ad was posted on 1/9/16 in Payette, Idaho and lists the mileage at 94,846 miles, whereas the eBay listing was posted on 1/13/16 in Salt Lake City and lists the mileage at 95,212 miles. The difference in mileage also corresponds to the distance between Payette, Idaho and Salt Lake City, Utah.
That said, my guess is the vehicle was initially listed in Payette, but moved to Salt Lake City in hopes of finding a better buyer (larger population and more disposable income to get a higher price?). I have two thoughts on the matter: (1) The vehicle is still being sold by the initial owner in a different town, or more likely (2) The guy (Paul) listing it on eBay bought it off craigslist from Sylvia in Idaho because he knew he could flip it for more and make a quick buck in Salt Lake City.
For what it's worth, a google search also turns up this twitter account (with the name Sylvia) in which the user posts the same phone number used in the CL ad:

My recommendation: Call the CL ad first to see if the vehicle is still in Idaho and if the price is still at $16k. If it's not, ask who bought it. Then, call the Paul from the eBay listing and ask what, if any, modifications he made to it, and lowball the hell out of him knowing what he paid for the vehicle. You might be able to get it for a few thousand over the initial $16k.
