Toyota Pickup 2.4L running issue

Well I have run into a bit of an issue in a fixer upper pickup I bought about a month ago. It is a 94 2.4L 5 spd that had a badly worn crankshaft when I bought it. It still ran at the time, but the idle was quite rough and vacillated around a fair deal. The truck also ran hot and knocked. I have since pulled the engine and stripped it completely. The head was rebuilt and I had the block decked and bored as well as checking all the journals. I have since rebuilt it with a new crank, pistons, clutch, ect. Now I have the entire rig back together and I have found that the engine runs much better, has solid compression, but the idle is still running very high(1500-2000rpms). I have not had any success dialing it down with the throttle body screw. I am pulling several trouble codes on it which are questioning the egr(I have since checked it and its fine), the air mass sensor and air heat sensor, I am also getting the California only code which again deals with the air intake and improper heat readings.

The truck runs better when accelerating and when under speed or load. It is really just at the idle that I am having problems. In which it is very eradic .... going from idle speeds of 800 all the way up to 2000. The truck also fails to choke itself when starting in the cold? It starts fine, but then idles at around 900. I live in Upper Michigan and so I am concerned about very cold starts that are certainly on the way. I have done a thorough check of all my vacuum lines and they are all routed correctly. The engine itself has been totally rebuilt which is something I can do. The electrical side of things is throwing me for a loop. Any help would be great. At this point I am running out of cash to invest in the project.
