Mountainsmith was the first to develop that modular soft case system about three years ago. There are also similar systems from Thule, Kelty and a few others. The Kelty cubes also have shoulder straps.

And if your looking for that in an inexpensive version, Wal-mart's store brand of outdoor gear has one for $29 complete with 4 modules.
