Are these self contained, or do they need a strobe pack?

They DO need strobe packs to run. We do not have any strobe packs though to sell.

So, then they are just plain lights?

No, they are strobe lights, they just require a strobe controller unit to run. You can pick them up at many places and can run from 4 to 8 lights from the controller. We have set these lights up on our wrecker and they flash very well, they are grille lights off police cars since our state police are switching to LED flashers. These lights flash brightly, they just require a computer controller to make them work.
