I am looking to pick one up for a birthday present, the price range is 300-400 dollars, any suggestions?

A really good place to start is http://www.camcorderinfo.com/.
They have great reviews and guides for picking out a camera.
My personal preference in that price range would be something from Canon or Panasonic. And I would stick with the MiniDV format for now as some of the other formats need to mature more.
