Bumper swing arm options?

Hi,

I just purchased a used Ford e-350 van that has some sort of a custom bumper.

I found a hole approximately 2 inches in diameter, and about 5 1/4" deep before it begins to taper off smaller.

I'm trying to figure out what my options are in terms of installing a swing arm. I'd like to do a full size swing arm to store some extra gas tanks if possible.

Is a swing arm possible with this existing hole? Will I need to go with a custom fabricated solution?

The picture makes it look like the door will cover the hole.

I would not get my heart set on a swing wiout investigating that interference.

The door can swing out at least 90 degrees without passing over the hole
