Delta (as in delta tools) also has a new line of waterproof boxes. Not as tough as pelicans of course, but I have no desire to be tossing my stuff off of a cliff. Cheaper then pelicans, but I believe the sizes are limited.
I myself use a combination of what I have; a couple of Stanley fatmax toolboxes, a couple action packers (not waterproof, not crush proof), and a couple of north face duffle bags (not entirely waterproof, but by smart about how you orient on the rack, and they should be fine). And if I completely run out of interior space, the cooler goes up there as we'll.
Of course, I live in an area of 300 days of sun a year,.... So waterproof is less of a priority.
As far as connecting to the rack, a dozen cargo tie downs meet my needs. None of the racheting type for me, they can easily crush action packers or bend camp chair legs.
