Is it solid enough to keep the gear in place in the event of a rollover?

Yeah, it sure is. I have two metal brackets that are locked into the tie down brackets right behind the rear seats. Even if the shelf should flip up from the rear hatch end it will keep anything under it from going forward into the passenger/driver area. On the rare occasions that I might have anything on top of the shelf I have metal tie down points that I can rig a cargo net. Much safer than it was pre-install when everything was just loose in the cargo area.
