I don't think you swap a 2019 3500 dually to single on the 2019. The lug pattern is like 8x200 mm. you would have to find wheels with that lug pattern and I am not sure they exist.

I have 37x12.5x18 at2w's . Can't compare them to RT's but have run MT tires in the past including Toyo, these tires silent for me, or they can't be heard over the regular motor noise.
