    It's not really an imitation, Mahindra actually has a license from Willys that dates back to the 1940s to build Jeeps in India for India, which they call a Thar. The Roxor UTV they build in Michigan is basically that vehicle with a different grill to get around the Jeep trademark in the U.S.

    You have the basic instruments you need. Measuring voltage gives a rough state that along with measuring the current that flows in during charge and out during discharge gives you what you need. The critical piece of the puzzle is a way to record it over time, e.g. the Kill-A-Watt type devices.

    They may be using FRS, which is legal for commercial. GMRS (like amateur radio) can't be used by a business to get around licensing. Channel 20 is a 2 watt FRS shared channel under the new (2017) Part 95 rules.
