The outer fittings should all rotate with the tire and halfshaft. The rotary seal would be in the back inside of the portal box, I assume. The bigger problem is protecting the airline to the tire with such a large offset.

1200 is not dangerous. You can run continuously there forever. Short term limits are much higher. You don't need to add safety factors on top of this.
