you shouldnt have a problem with smog..... as long as its not plumbed into the existing lines. I know several people hear in CA that do this and use it to fill up their boats, tractors .. all non comercial and have never been questioned about it. It's none of there business what the fuel is used...
If you had a detroit locker on the front you Would know it. It would be next to impossible to drive on the street ie; not wanting to turn left or right because they are locked.
On a previous ford van I had, I made my own slider. I just cut the stock arm in half and added a small length of tube to slide over each piece and welded it up. Cheap, and I cleared 33 12.50 15 on 10" wide rims.
(The short wheelbase E-Series has a 124 inch wheelbase, long wheelbase version 138 inches.)
My understanding the E series wheelbase is the same, both the EB and the RB are identical. the body is just longer.

@ spencyg.... The seat you see in his van is ford factory, I have an 86 2x2 as well. ford put out two styles of tube ,round and square. The brackets are 5/16 thick with good size bolts. compared to todays thin metal mounting brackets I totally trust mine.
