The duals will take you a lot of places. Without a load the ride will be harsh. Reducing air pressures to 35psi each in the rear will help. Try 70psi in the fronts.

Sourcing insurance coverage on a completed EC is easy because its not a DIY conversion. There's a dollar amount attached to the EC purchase as in a Bill-Of-Sale or receipt. Its not the insurance companies that you need to worry about, but the underwriters that back their policies.
Not sure what the best solution for preventing or reducing the rust other than a under carriage rinsh with water from time to time.
