As an owner of a Rover that has had major bodywork done to it, I would tread carefully.
if your truck is already built the way you want it, adding CDL is cheap. Front output housing can be taken off a wrecked vehicle (tcases can be had for $250 or less)

With a 4" opening you could always buy the larger 14 gal tank and then insert a deflated air bladder into the tank. Add desired amount of water to the tank. Inflate the air bladder while still in the tank. Would help with sloshing.

Neither the 02 or the 03 has the nipple. Putting on a new front output isnt terrible and i can walk you through it. jycsalas (Josh) put together a nice writeup on the land rover VI page.
Also can use urbanpanzer's link for putting d1 shifter into a d2 to use the cdl. Also available on...
THis is for the cdl shifter. You also generally need the tcase front output.
Only negative about the d1 shifter is it's bolted to the tcase and transmits vibrations to the cabin.

Our local metal recycler sells used propane tanks for $.75cents per pound for steel and $1.25 for aluminum. If you were closer I would offer to pick one up for you.
