Its quite a bit of torque on that bolt. Not sure why they would say 3x is OK. It should be replaced with every timing belt job. Assuming that is the only time the bolt is torqued.

Just remember if you are paying someone to do the labor for the front shocks, its a bit involved, book rate around 4 hours to do both. So the labor charge will be considerably more $$ than the cost of the springs (in my neighborhood anyways).
