    Horn relay sticking once it's energized. Should be a simple replacement. Meter the power to the horn both at the horn and again just upstream from the relay while someone toots the horn. That should confirm (or rule out) the relay theory.

    I drove a rig exactly like that for years. It's a great truck with high-quality cabinetry. The only concern would be the E40D transmission. It's ENTIRELY possible that the odo has NOT gone over! Small departments may never rack up mileage and this was evidently not a transport rig.

    Jeez, it isn't even Halloween yet and your Montero is haunted! Is your ABS functioning? Speedo and cruise control receive signals (I believe) from the transmission, while traction control/ABS are getting information from wheel speed sensors. If we assume that the SOURCES of your data are OK...
