Could be a paperwork hassle (more so based on where you register it…CA, for example), but what’s he’s built here has been done many times. Taking a NAS 90 VIN and converting the truck to a 110 was more common 10-20 years before you could legally import a decent 110 (b/c of 25 yr rule).
