Don't really need special tools other than the spanner to undo the hub bearing nuts. "In a pinch" you can by using a hammer and punch. The job is easy to do but can be messy, That thread above shows a home made hub nut spanner similar to the one I made and use.

That's how they use to do it. Can't tell you if they had too much in problems other than cracked rims. Don't think it will make any difference in fuel economy running singles or duals but certainly if you are trying to run larger tyres they may kiss in between the tyres and cause some problems...
Precomputer/electronic is around 1998 -2002 ( FG637 ) with a non turbo 4.2 litre engine. Fg649 still has a computer in the injection pump which does give some trouble at times, yes some are precommon rail.
The 4.2 litre engine does need a turbo fitting to it to make it a lot better to drive...
This 60% rule is only for Australian registered vehicles. I believe that if you bring a vehicle registered in another country you need to comply with their law so you may not have to worry about the 60% rule. Worth checking it out.

Yes it is cracked but if you are only using it for a weekend I wouldn't touch it and it will leak some but get you through the weekend. If you wanted too you could possibly wrap it with an exhaust bandage as a temporary fix.

I would say that by the looks of it yes it will cover your Canter. There is a lot of similarities between earlier models and often the same parts used.

That is where I would look first. Warm the engine up and then remove the tappet cover, start the engine with cover off and use the handle of a screw driver to apply a little pressure to the rocker arm above the valve and see if you get a noise change, do this to all valves and you should pick up...
My believe is turbo setups from the major suppliers are fairly conservative in performance gain as they don't want problems with the customers. Yes they improve performance some.
Definitely need an intercooler, I can't see where they can say an intercooler doesn't help performance (cooler air)...
They are a good solid engine and I don't know where the cut off is to engine mods to reliability. Unless you are heavier than me I'm not having that problem. Even loaded with 2.5 tonnes of sweet potatoes on board I can hold 100Klm/hour except on the really steepest hills.
