Is the whole vehicle shaking?
Is the steering wheel shaking or steady with the rest of the vehicle shaking?
Does he hear or feel any specific vibrations?
Is the vehicle modified in any way?

The roof rack was mounted to an internal roll cage with mounts that passed through the top, from what I can remember.

You could try melting or chipping/carving the plastic out.
