Looks like most of the items you have listed and are higher $$ are removable pretty easily (batteries and electrical.). Once they low ball you and only pay the van cost, just remove anything that they don’t account for.

Awesome thanks! I think this is the route I'll for now at least. I just ordered cheap load bars, will work on finding a cheap basket next. If it works well and I like the height, I'll get the Smittybilt defender gutter mounts and make something out of 8020 or unistrut.
Oh and as for the access, I know it won’t be easy but hopefully I don’t have to do it more than once. I also plan on carrying a compressor and plug kit. And if I get a flat it will come down pretty easily with help of gravity and I’ll toss the flat tire in the truck.
