A 15ft foot platform getting 25 mpg already exists in the form of a regular cab 4cyl toyota truck. That is pretty small and nimble, but nowhere near innovative!

I ran a small hose from the trip tray spout down and out the fender well. You might also try bumping the engine over a couple times to see if that will pump some out of the filter. Or just wrap some paper towels around the base of the filter and crack it open until its soaked up.
