I solved that problem by mounting up a Hidden Hitch front receiver mount. The factory hook wasn't that good and it was also hard to access. On the Tundras this brand tucks up the nicest of any others offered, though I've not seen one on a Tacoma so you'd have to do some reasearch there. Also...
