Go to the link in my signature to get an 03 FSM. The transmission overhaul starts in section 23B-14. It shows the disassembly diagrams for the automatic. It may be an issue with your detent lever or parking roller rod assembly (See 23B-19, Items 30-36).
Throttle body was discontinued as a new part. Used ones can be found in junkyards and eBay to test with a different unit.

I have been running Toyo Open Country AT2 in P265/70r17. They have worked well on snowy/icy roads in 4H (AWD). Offroad, I have yet to get stuck somewhere with them. They do make more road noise than the Cooper tires. I'm at about 30k miles and have more than half of the tread life left.
Grab the FSM for a 2003 Gen 3 Montero from the link my signature. The vehicle speed sensor diagnosis starts in Section 54A, Page 32 (54A-32).
It may just be a bad connection somewhere.
Also check for vacuum leaks in the hoses. A vacuum leak will cause low engine speed on the 3.5L. It may also happen on the 3.8L.

I also would opt for the trailer. I use a 6 x 12 utility trailer for all of my carrying needs. It is much larger than a truck bed, and also allows me the full cargo in the Montero if needed.
Maybe keep a set of 31" wheels and tires for the towing duty and save the 33s for weekends.
