I have that style of tank in my Northstar. They can be refilled but some bulk fillers are unaware of that and might refuse you. New Horizontal tanks with the updated threads cost about $115 last I checked.

That explains it. I'm in Colorado where moisture is never an issue apart from the lack of it.

Alternatively you could grasp the front driveshaft and see if it turns freely. If so, 4wd is not engaged.

You can usually feel the front wheels driving if you make a tight turn with 4wd engaged on a hard surface. If it feels no different than 2wd it’s not engaged.
