You can run Oziexplorer on Windows 8 and the maps are free from the USGS....not hard to walk you though the steps of getting the maps downloaded and setup. Once you do it once or twice it is a breeze. There is also free gov site to download GeoPDF maps and you can run them on apps. I just ended...
