but unless you ride a fixed regularly i would think go with multi gears, unless you mean single speed which is a lot less complicated
propane conversion should be quite simple if you already have a gasoline engine, my brother have a couple of american cars in the UK that he got converted to run on propane to lower the cost, and is planning to do his 5 series BMW as well, i can ask who he uses if you like, send me a PM
I have those sliding drop outs on my SS 29er, not a big fan of them, braking can cause the wheel to slip, sanded the paint of to try and get them to grip better but no luck. anyone seen any other alternatives?

not sure where you are located, but you may be able to find a bicycling co-operative near by, the two in Chicago always have a ton of parts for older bikes, wheels and friendly people to help you build up the bike.
