You give an answer and post number four, I gave a suggestion in post number 11.
How can anybody give anybody a price for anything with as little of a description as we have gotten?
We need quite a few pictures, we would have to know the ZIP code, We would have to know what the modifications are also. The OP would have to give us information about his inspection. The performance of the vehicle. Is there rusts, does everything work? Are there dents, dings scratches. I would want the VIN number so I can make sure if the vehicle is what it says it is. Not just a few Rubicon stickers.

then I try to find the same type vehicle on sale locally.
I would go to the person's house test drive it make sure I liked it. I would tell the owner that I did like it and I wanted to buy it right then and there. I would want the seller excited thinking he already had a deal made. I want him to feel the cash in his pocket before we even start negotiating. If liked it I would tell him everything I liked about it. I want him to think it's a done deal, I want him to think he's selling the car today, right now. I would bring out all the that bad points to try to help negotiate the price down. I want him to think that if things don't go my way I'm going to reach in his pocket and take that cash out of it. I would be extremely polite and very considerate. Offer about 25% or so less than the information considering what Kelley Blue Book say and what other local people list the same vehicle for.
When I negotiate I would ask the seller open ended questions such as how do you think this scratch, dent, imperfection Etc. would affect the value of the Jeep but this is only after we started to negotiate and numbers are out there. But again, be very polite.
But we don't even know enough about the cheap to get to this point. You also have to realize it's not your Jeep and the seller doesn't have to budge $0.01 office price if he doesn't want to.

I found another 03 rubicon for sale locally, it’s bone stock mint condition with 25k on it, they are asking 21k for it, I can see that because it’s mint and stock. I’m thinking I’ll start at 10k if he decides to sell his Jeep, which it’s up for depbate if he will now. Thanks for your help!

At that price, he won’t be happy. I’d check comps on Craigslist in Arizona for example for your starting point. I paid 21k for a 04 LJ in AZ, ARB lockers, 4.5” RE lift, 35” tires, 4.88 gears, not a Rubicon, rust free, two years ago. It is now though, with an Atlas II, and a front Currie Dana 44. Might consider a sport model and build your own.

I always start low and work up, I don’t need it and he doesn’t need to sell it. I offered a guy $50 for a celestron telescope that he paid 2k for and had it posted for sale... he called back a day later and took it. You never know!
