So it looks like diesel vehicles 1997 and older are exempt from smog checks... Link

I know of people who have Unimogs in CA.... AZ is just a few hours away and have no emissions standards (Outside of Maricopa and Pima Counties)

Any guesses about registering this vehicle in California?

As long as it is registered as an RV it will be fine in CA. That said, I know people who register their vehicles in other states because California can be somewhat cumbersome/expensive.

The most important section from the above DMV site is probably: "A direct import is a vehicle that is not manufactured to meet United States (U.S.) federal motor vehicle safety standards (FMVSS) and/or California emissions standards and not intended by the manufacturer to be used or sold in the U.S. .... Motorcycles, off-highway vehicles, and diesel-powered vehicles cannot be converted to California emissions standards at this time. Therefore, they cannot be registered in California unless they were originally manufactured to meet U.S. and California emissions standards."
