1990 Montero Seems starved for gas

Any ideas? Starts, but seems starved for gas, surges. Definitely not drivable.

Things done: Checked the throttle body, Checked the ECU, Tried a new ECU, New fuel pump...


Thoughts??

Fuel pressure regulator, test by pinching shut smaller return fuel line.
