I wonder if these were originally actual sandbags that became solid over time.

I have seen sandbags filled with a cement and sand mix so when they get wet and dry, they harden and the burlap sack basically dissolves over time. That might be what you saw.

It’s called The Outlaw Years: the History Of the Land Pirates of the Natchez Trace by Robert M. Coates, 1930. It is a very interesting read.

Found it 1/2 mile off a FSR while hiking up a stream bed and noticed a path leading up from the stream.

That was a pretty fancy house back when bob and his wife lived there, running water, shag carpeting, drywall... pretty fancy for the real middle of nowhere!
