I just went thru a very similar thing. The relays are a PITA as mine tested bad (the coils), but the fuel pump relay still worked the fuel pump. (I guess it was broken in the switched on position?). So I checked continuity on the wire that runs from coil negative to pin 39 in the ECU. I had a broken wire inside the insulation right at the coil! Note that the 6800 ohm drop resistor (correct me if I am wrong) does not show continuity when checked with a PowerProbe. I guess there is too much resistance?
