DIY reconfigurable tie-down rack

While on a SCUBA site I ran across a reference to this site. A simple and elegant approach to securing gear. I imagine this approach could be applied to cargo racks, camper boxes, who knows what all?

I like it except the fact that unused tie downs would become seriouly annoying noise makers when offroad.

Yeah, I thought of that after I posted the link. But I wonder if you couldn't just double-nut the u-bolts (one above, one below) to make 'em tight.
