the float in your fuel pump is bad.....had the same issues with my 2003 hzj79, exact same symptoms. i own a toyota dealership in canada and my master found the problem easy. new fuel pump and the 1hz fire right up not even 1 quarter turn from the starter!

the float in your fuel pump is bad.

There is no float in a 1HZ fuel pump.The correct fuel pressure is maintained by a bypass valve which directs fuel back to the tank when it has too much. If it getting too little fuel ,the valve needs some adjustment.

A new 1HZ fuel pump costs around $2000 ,not something you replace just to see if it works.
