Yes, poorboyota26 those are the old style AT can holders.
As far as I know the only thing that changed from the old to the new is the top strap that hold's the can's in. On the old holders you could carry Scepter fuel and water cans, on the new one's you can't.

The new style strap & holder both are changed dimensionally.

The old style and new style are identical with the exception that;

The new holder is slightly reduced in size to fit the Wedco style cans, this way the can is a snug fit in the holder.

The new holder also has a new strap contoured to the Wedco can, and slightly wider in width.

I believe the new style holders, per the above quote, are slightly smaller for a good fit for the Wedco cans - hence the Scepter cans won't physically fit in the new style holder. If the holder bodies were still the same dimensions, it wouldn't take too much to make the appropriate straps to accomodate the Scepters. Unfortunately this doesn't appear to be the case.

once we get enough people I was going to ask everyone that voted what material thy wanted it out of because the run would have to be all the same.

See, there's the problem. Aluminum and Stainless are going to hurt against the Steel for the price.

I'd love Aluminum, but I can't imagine they could keep it the same price. And frankly, I'd prefer steel due to the strength it provides.
