Couple things to check. The fuel pump should only cycle for a second when you turn the key on. From there it won't turn on fully until it gets a signal from the ECM that there is spark. That comes from a pulse signal off the coil. (Black wire/white stripe). There is also an inertia switch under the drivers seat that might need to be checked/ reset.

I checked the inertia switch and it was fine but didn't check the pulse signal. The engine is being pulled apart right now so I doubt it would do much!

I started trying to diagnose the truck yesterday, starting with the fuel system. I pulled the fuel pump housing after confirming it wasn't a bad fuse and no fuel was getting to the filter. The pump seemed like it was toast when I tested it on the battery, just barely gurgling. I think ethanol has messed up the rubber pad on the bottom of the pump, causing it to gum up. Fortunately I found a list of non-Rover fuel pumps (the rover pump was a factory direct order and 4x as expensive as the one I purchased). Here's the list:

Airtex E3270
Airtex 3240
Borg Warner P171E
Borg Warner P39
AC Delco EP376

Only the first one was available locally so I will be trying it tonight.

There's a Bosch one available too. It's the one for a 1996 Chevy Impala SS. It fits, but you have to splice the plug from the Rover one over to it. Did my old 1995 D1 with this pump and it's still running fine. (now my nephew's)
