Rather than using the Scepter cans on their sides or even sticking them on the RR vertical I made a fited base and purchased shorter (10 L) cans from a company in Kentucky in blue. I also acquired 10 L cans in the typical brown from REI, they are less expensive from here http://lexingtoncontainercompanysonlinestore.mybigcommerce.com
I only use Scepter cans for water. I use Nato cans for fuel.

Baja rack makes a couple different styles, but this dual one makes the most sense as it covers the caps preventing some jag-off siphoning the precious liquid
