I'm guessing 15 MPG is hwy only.
I still suggest looking for more info on the engine in particular before pulling the trigger. IIRC there was a difference between two different EFI systems over the run of these trucks. Again, IIRC, the 99 is a 4.0 w/ GEMS management, later is a 4.6 w/ BMW management. I think the latter is more desirable to a point but you should look into it before proceeding.
That all said, with your techinical capabilities and the asking price it may not really matter. IIRC only the late 2003-2004 4.6 engines have rumoured issues with bad oil pumps and slipped cylinder liners.
